Harringay, Haringey - So Good they Spelt it Twice!

Just read this in the Haringey weekly newsletter. Wondered why music was always coming out of the building... Pleased to see action has been taken

Rakkas restaurant in Green Lanes, Haringey has had its license revoked after continuing to breach the COVID restrictions that have been put in place.

The council's Licensing Committee took strong action on 2 regulation breaches during the application for a review of premises breaching COVID regulations.

In defiantly opening his premises, license holder Mr Ozbek had shown a disregard for the laws and regulations put in place to protect the public throughout the COVID-19 pandemic. This resulted in him being served with a Prohibition Notice and breach of COVID Regulations Fixed Penalty Fines totalling £3,000 for failing to uphold licensing objectives.

“Having considered the evidence of the police and other responsible authorities and the conduct of the licence holder, the committee was satisfied that there had been a failure to uphold the licensing objectives, and on this review, in response to the unlawful activities put before it, the committee was satisfied that it was appropriate to revoke the license.”

Point taken. It requires a knowledge of probability and statistics, which would be rather beyond my own (50 years old) second year university Maths, to work out true probability of this happening; but it is much greater than might be assumed.

No, just thinking

The Rakkas premises are now being merged with what was formerly Hashtag Fish and chips under a new licensing application. Presumably Ali Sukran Ozbek - the owner of both, and whose license was revoked for breaching COVID rules will install someone else as the nominated director and the license will be granted. It would be quite extraordinary if the council could put the 2 together and take action to withhold the license. 

Not sure what you mean here. Do you mean that it would be extraordinary if the Council could put two and two together, and realise this is effectively a licence application by the same person who earlier had a licence withdrawn? If so, I think you're wrong. I imagine that Council employees, and Councillors, look at community websites such as this, and will have thus been alerted to what is going on. I imagine they would not grant a licence if it was associated with someone who had already had a licence withdrawn.

There is a licensing application on the Council's website as below. if you wish to make a representation you have until June 7th. It covers the old Hashtag and the Rakkas. The Liciensing Committee only convenes to hear applications where there have been written representations submitted. These can be from residents or the 'responsible authorities' - the police, public health, environmental health for example. If you want the application to be heard by the committee in public, you need to send your concerns in writing to licensing@haringey.gov.uk

Prompted by your post Zena, I wrote to licensing this morning, linking to the officer report on the enforcement action regarding Rakkas (the documents referred to below).  I received this reply only half an hour later making me think I’m not the first to have raised the issue

The new application is not in the previous owners name.

Thinking the same thing Kotkas

I wonder if council planning will get mates rates and the new Rakkas Superstore Wonderland? 

The delightful individuals behind one of the units 369 Green Lanes - formerly Rakkas appear to also have not paid their council tax, according to a note in front of the shop. What an asset to the local community. 

The premises aren't abandoned - building work could be heard behind the shutters within the last week or so. Two fingers from them to the council, then - again.
