You could try reporting this to Crimestoppers, as it looks like you have the vehicle registration number in that photo?
I think you'd find that the photos themselves are not evidence, but your eyewitness account is, using the photos as supporting evidence. I've done a bit of providing evidence photography in court and this is the case then. So if you report it, add a statement of what you saw, as that will be necessary as well as the pics.
As others have said, I think you've misunderstood the reporting options, but well done for capturing this dumping. You must report this to the Council. The disgrace for me will be if this together with your evidence is deemed insufficient for a conviction. Please come back and let us all know what happens.

The contact number is for Veolia. If you report a fly tip they may well come and collect it but would they initiate a prosecution ?
No, they won't. They'll clear it up, but the Council will initiate a prosecution.
Although we can debate as to whether increased levels of fining would act as a deterrent - I wonder where £400 came from?
Walking around High St Kensington today and they have signs saying the max fine for dumping rubbish is £20,000 or £25,000. Unsurprisingly their streets were clear of any rubbish.
Just moved after 10 years of living there. They generally are immaculate yes, street cleaning is very well done. I suppose one of the problems I found in Kensington was the high turnover of rent tenants (short term lets) resulting in misinformation around when to leave the trash out for collection (there are no black/green bins in the borough). However, pick-ups are twice a week (they used to be three!!). Compare that to twice a MONTH here in Haringey. I was shocked when I moved here. The system doesn't work for both refuse collection and street cleaning. Veolia do not work. We're saving money in the wrong places. I totally agree with your comment below. We might think we're paying cheaper prices for our house refurbs, but we're ultimately paying for it in another way.
