I'm shocked, Maddy, shocked I tell you. Nobody could have foreseen this unintended consequence of the new garden waste charge.

I have heard the take-up of the new charged garden waste scheme is so low it has made it uneconomic... wonder if that's true.

Many centuries ago, there was a mythical time when community volunteers roamed the streets watching and scribbling in notebooks. When, legend has it, there were public Council committees which made decisions and asked questions. Ian Willmore a former councillor, heard a senior member of staff refer to "an unexpected leaf fall" in September.
"Life's full of surprises for you", he said.

Me chatting to our granddaughter age 5: "You know about butterflies and caterpillars?"

"Yes, right. Of course you do."

It's unfair on Veolia, pressing them to make cuts which only creates more work collecting more dumped rubbish.  They have a tough time already trying to collect all the usual dumped rubbish, dumped by a minority of irresponsible residents, landlords and occasionally businesses.  Why do the few, cause dumping and sometimes stinky misery is beyond me especially when collections used to be free.  

Solution. The Cabinet Member and any other Councillor who agreed these obviously flawed measures, which any responsible person living in Haringey could have foreseen, should personally be held responsible for any increase mess.  I can hear the chatter already, the Cabinet Member will abrogate all responsibility and blame Veolia.   So I have a plea for the folk who have a penchant for dumping rubbish and littering, please go and drop it in the Cabinet members road who agreed the scheme, preferably outside their house but be aware if you get caught dumping rubbish anywhere there is a penalty if you get caught and Haringey might take you to court but you know that already.

Don't cry for Veolia, they charge £50 a pickup.

I have asked how this is factored into the calculations re the charges but haven't had an answer.

I was trying to make a point that Haringey Council contract Veolia to handle waste.  Haringey tell Veolia to make cuts and may have suggested where to make cuts based on what other authorities have done.  Veolia will have come back with options and it is up to the Officers and Cabinet Member (who is also a councillor) for Environment to agree the change in package that affects residents i.e. charges replacing what was originally an inclusive service for bulky waste and garden waste.  It is likely that the cuts to the refuse service were specified in the Councils budget documentation.  In theory every Councillor who reads the budget papers will have known about the changes months ago.  If any Councillor had any concerns they should have raised it months ago at Cabinet question time.  I do not recall ever being refused the opportunity, as an Independent back bench Councillor, to ask a question of a Cabinet Member at a Cabinet meeting.  I can also confirm that Labour and Liberal Democrat backbenchers used to also use this mechanism to ask questions when they had concerns.  At the end of the day Veolia work for the Council, they are employed by the Council, blaming Veolia is the wrong target they are carrying out what the Council wants.  Don't get hoodwinked into believing Veolia are doing what they like, they are not, it's Haringey Councillors who decide what to cut.

This is spectacular even by standards of those who photograph rubbish all the time. This is just off Overbury Road N15. I assume the photo is now historic otherwise I could forward to the enforcement team.

Regarding green waste, I have been asking many questions about this as I think, like many people on this thread, that it is ill-conceived and will not make the income target set for it to help balance the budget. It is being reviewed and monitored I am told. The question is, when do we decide it isn't working and causing more problems than it is 'solving'.  I have asked if there has been any cost benefit analysis of this in relation to the additional costs we may have to pay for landfill (a point raised very clearly by Anne Grey on HoL). In addition to this, I have asked about the impact on recycling targets caused by the closure of Parkview Road Reuse and Recycling Depot. I am not yet convinced this will save money since people are now recycling on the street - i.e dumping.


When I get some answers I will let people know.

And twice more since, Maddy, same bag material so it's a serial dumper. Have reported all three to Veolia, with commentary about serail dumper and dumping hot-spot.

The auto-reply header I got today states (what a surprise):

"Update 21st November 2017:  Due to a significant increase in calls and correspondence received due to the commencement of the new garden waste service, we are experiencing some delays to our responses.  Please accept our apologies for any delay and we will endeavour to respond to you as soon as possible."

But credit when it's due - reported by email Saturday 2030, collected on Sunday sometime between 1200 and 1600. Even if someone else had reported it first, that's good intervention over the weekend.

I left two bags of leave in my front garden today, planning to take them to the dump. But the bin men took them away, which is pleasing as they all blew in from trees on Haringey land.

Pesky anarchist leaves. No respect whatever for property boundaries.
Blowing hither and thither without so much as a "by your leave".
