Harringay, Haringey - So Good they Spelt it Twice!

Anyone able to give us an update on what happened at the traffic study meeting on Monday? One of the steering group members have suggested "The next couple of months could be critical and we will need to lobby", so would be good if we could all be kept updated on what happens at the meetings.

On a related note, these from the HCC meeting minutes:
 (1) Gary Smith of LBH is working on a 2-way scheme for Tottenham lane existing 1-way section
(2) There are sketch proposals for a W bound segregated cycle lane on Turnpike Lane W from Wightman Rd.
(3) Wightman Rd:
- it was agreed the pinch points must go
- filtering ladder roads at the lane a possibility but would increase travel distances for residents traveling E/W.
- Pavement parking should be removed, parking one side of road (alternating) possible.
- Introduce zebra crossings.
- There should be a timed N bound cycle lane on green Lanes as a minimum.

Those all sound interesting. (1) could help a lot with all the congestion that was around the bus stop by the New River there while Wightman was closed. That (2) means up the hill under the railway bridge I think, would be good, I usually ride on the footpath there as the road seems too dangerous.

Ant, what does HCC stand for?
Filtering Ladder roads at the lane - do you mean closures at the headers with Green Lanes?

I don't know what that "filtering Ladder roads" means sorry, or any more than whats there, or how that fits in with the workshop results from the other week. Maybe the steering group people do - Hugh, any comment on that or what happened at the steering group meeting?

Isn't the traffic around the ladder just back to what it was like when Wightman Rd was closed anyway? This is all really just tinkering.

The road as it passes under the bridge is scary for cyclists and unpleasant for pedestrians. The treatment given to Stroud Green Road as it passes under the bridge carrying trains to/from Finsbury Park station (segregated and illuminated) is an interesting example of what could be done.

So to make it easier to see / discuss, and for now pulling out just the proposals for Wightman / Ladder, there are 5 alternative proposals:

Package 1 (minor improvements): Do minimum, to address Ladder rungs with particularly high traffic flows, improve conditions on Wightman Road and improve conditions on Endymion Road.
- Move pavement parking onto the carriageway on Wightman Road (one or both sides)
- Enhanced enforcement of HGV restrictions on Wightman Road (one new CCTV camera)
- Discourage through traffic from Willoughby Road
- Discourage through traffic from Warham Road
- Improve Wightman Road / Turnpike Lane junction
- Install traffic calming measures on Endymion Road

Package 2 (extensive use of turn bans): More extensive use of right turn bans in and out of Ladder rungs. Likely to put additional pressure on surrounding junctions, which means that mitigation measures may be required. Also improve conditions on Wightman Road and improve conditions on Endymion Road.
- Move pavement parking onto the carriageway on Wightman Road
- Enhanced enforcement of HGV restrictions on Wightman Road
- More extensive use of right turn bans in and out of Ladder rungs
- Discourage through traffic from Willoughby Road
- Discourage through traffic from Warham Road
- Improve Wightman Road / Turnpike Lane junction
- Install traffic calming measures on Endymion Road

Package 3 (Wightman Road one-way northbound): Wightman Road northbound only. Opportunity to create continuous cycle facility along Wightman Road. Likely to put additional pressure on surrounding junctions, which means that mitigation measures may be required. Also improve conditions on Wightman Road and improve conditions on Endymion Road.
- Wightman Road one-way northbound
- Continuous cycle facility along Wightman Road
- Move pavement parking onto the carriageway on Wightman Road
- Enhanced enforcement of HGV restrictions on Wightman Road
- Discourage through traffic from Willoughby Road
- Discourage through traffic from Warham Road
- Improve Wightman Road / Turnpike Lane junction
- Install traffic calming measures on Endymion Road
- Establish new bus lanes across the area

Package 4 (bollards on all Ladder rungs): Bollards on all Ladder rungs. Likely to put additional pressure on surrounding junctions, which means that mitigation measures may be required. Also improve conditions on Wightman Road and improve conditions on Endymion Road.
- Move pavement parking onto the carriageway on Wightman Road
- Enhanced enforcement of HGV restrictions on Wightman Road
- Localised improvements to cycle facilities along Wightman Road
- Add bollards to Ladder rungs
- Improve Wightman Road / Turnpike Lane junction
- Install traffic calming measures on Endymion Road
- Establish new bus lanes across the area

Package 5 (filter Wightman Road): Filter Wightman Road (similar to arrangement during bridge replacement). Opportunity for 'shared surface' type treatments. Likely to put significant additional pressure on surrounding road network (impacting both general traffic and buses), which means that extensive mitigation measures will be required to ameliorate impacts. This may include improved bus priority and changes to junction across a wide area (not limited to just the study area). Also improve conditions on Wightman Road and improve conditions on Endymion Road.
- Filter Wightman Road (as during bridge closure)
- Improve cycle conditions along Wightman Road
- Move pavement parking onto the carriageway on Wightman Road
- Discourage through traffic from Willoughby Road
- Improve Wightman Road / Turnpike Lane junction
- Install traffic calming measures on Endymion Road

I wonder if Package 5 can be put aside as after the bridge closure experience it likely wouldn't get much support in the area-wide public consultation?

For info, I asked if these were pretty much it in terms of what was likely to be on the table. It was confirmed this is the case. This might mean that the elements of the options could be mixed up and fine-tuned, but any substantial option that is not included above will apparently not be on offer. 

Package 4 is block the Ladder rungs at the Passage (fixed not rising bollards). So you have to drive the long way around Wightman / Green Lanes / Turnpike Lane / Endymion to get to the other side. A bit inconvenient, I wonder how popular that would be with residents?

Can't see bollards being workable. With only one lane of road available cars will have to reverse all the way back up and potentially reverse out into Wightman or Green Lanes. There often isn't the space to do a 3 point turn.

I would happily allow the council to convert the pavement in front of my house to enlarge the road. But it doesn't need to be the case--save for a removers which is rare and they are accustomed to working in unsuitable places, there is no need for anything of a size vehicle unable to make a 3 point turning coming up what would be a cul-de-sac.  If it's all about convenience for drivers then why do anything at all?

The northern ladder rung roads were all blocked at one end and therefore 2-way during the bridgeworks. Somehow, they managed to get their Ocado deliveries and refuse collected.
