I think a lot of it might just have to do with that Michael.
But it isn't just a Harringay, Haringey problem. It's a general attitude problem and sign of how British society works. There a those who just don't give a damn. Those who feel they pay for the services, therefore they are 'entitled' to litter and those who don't even think about what they are doing at all.
I'm really not sure how this can be tackled, but of one thing I'm sure, treating those who do the cleaning as worthless idiots, is not the way to go. It must be soul destroying to see your work ruined within a few minutes of its being finished.
Where I live we don't have this problem. Street cleaners are valued members of society, not just idiots who can't do anything better.. We often get what get what we deserve. A London-wide high profile campaign is what's needed. Word Play that works both ways: Kehr = Kehren (To sweep)

Noticed a lot more litter down Langham road, but then we do have the school around the corner. However the street cleaners were very noticeable until they changed the scheduling, so I'm not surprised the build up is quicker. I've taken to picking up litter outside our house just to be proactive,

Stephen, I have huge respect for street cleaners who are out at all hours in all weathers doing a job I wouldn't want. They are currently under ever increasing pressure to do more in less time, with fewer colleagues. But they ain't saints.

I agree.. As I said, it's a mirror of how society works.. i.e. Expecting ever increasing services, while paying less and less for the said and continually voting for those who support the idea of low wages for what do they call them? Under acheivers?
No, of course they are not all saints. But I guess, more appreciation and goodwill wouldn't go amiss.

I never doubted that car owners were responsible for a large proportion of it. It's completely inexcusable for cars to do this and I see it all the time. They could keep their litter until they get home but choose instead to just lob it out of the window. Dreadful. One of my pet hates primarily because it is so completely unnecessary.

I witnesses guys from a scaffolding company empty their ashtray out of the window in stationery traffic and complained to the company. Got a growling apology but think it was just to keep me quiet as they aren't even supposed to smoke in a work vehicle.

A lot of rubbish is from people passing through, eating in their cars and discarding the remains. Top of my road is always like that and it blows down. Sometimes they chuck over into the front gardens nd don't give a damn about those living there. Plus the local drinkers don't seem to use rubbish bins, they leave them lieing around, they are there every morning. Plus the less community minded traders who don't want to pay perhaps for extra rubbish to be taken away.... add it all up and you get, a big mess!

I don't want to be proactive about this because I don't want to do a job the council will do (or they'll stop doing it altogether) and because picking up a disease is a real possibility...

Well I do keep the little space at the Passage junction where we garden clear of bottles, cans and paper litter - it goes into my recycling bin-in the hope that if people don't see litter they won't think it's okay to leave litter (doesn't always work, a drunk who no longer wants his can of lager or mini vodka bottle doesn't check the area first). I have yet to contract any diseases. It is also my choice to do so and I don't expect everyone will agree with me about reclaiming my bit of pavement from the litter louts and fly tippers.
However, I take your point about not doing Veolia's job for them, so as you would when any paid for services is not good enough, please complain to Haringey council via their complaints procedure. This will mean that those supervising the contract at the council will be obliged to look at what the contracter is doing or failing to do and they are obliged to report back to you.
