ParkForce scheme receives final approval- Parks Police to be disbanded

A new scheme to increase supervision in Haringey’s parks and make them safer places for residents has been approved by Haringey Council.
The Parkforce scheme, agreed by the council’s Cabinet last night (Tuesday 18 November 2008), will see the previous Parks Constabulary disbanded and replaced with a new partnership approach.
There will be a big increase in the presence of parks staff within the borough’s open spaces – equivalent to more than 17,500 hours extra staff presence a year - along with much closer working links between the council and police Safer Neighbourhood Teams, other agencies and local residents.
The new system, which has been drawn up with input from the Haringey Friends of Parks Forum and individual Friends groups, is aimed at both reducing crime and making people feel safer when out and about in the borough’s open spaces.
The new Parkforce scheme reflects the government’s desire to establish closer working links between the council, police, other public agencies and residents through a system called area based working.
It will be administrated through five new parks zones, linked to current Area Assembly areas and based on the number and area of open spaces in each zone.
The scheme includes:
* A new cross-borough Safer Neighbourhood Team based at Finsbury Park, with at least two police constables and new depot facilities.
* Outreach Officers covering each zone, responsible for delivering a wide variety of programmes and activity across the five Parkforce areas, such as conservation works, organised sports sessions, supervised play and arts activities.
* Increased frontline parks staff (more than 17,000 additional hours per year) to engage with users, Friends Groups and Safer Neighbourhood Teams and provide increased presence at the busiest times of the year.
The council will now seek a commitment from those agencies managing other parks in the borough - Alexandra Park and Palace Trust, the Lee Valley Regional Park Authority and the Corporation of London – to adopt a similar scheme in their open spaces.
1. The five new zones being introduced through the system are:
* Alexandra (Albert Road Recreation Ground); Fortis Green (Coldfall Wood); Muswell Hill (Queen’s Wood); Hornsey (Priory Park); and Stroud Green, Crouch End and Highgate (Parkland Walk).
* Bounds Green (Avenue Gardens, Finsbury Gardens, Springfield Park); Woodside (Woodside Park, White Hart Lane Recreation Ground, Chapmans Green), Noel Park (Russell (Noel) Park), White Hart Lane (Bruce Castle Park, Tower Gardens), Northumberland Park (Somerford Grove).
* West Green (Belmont Recreation Ground, Downhills Park, Lordship Recreation Ground); Tottenham Hale (Downlane Recreation Ground, Hartington Park, The Paddock), Seven Sisters (Markfield Park, Paignton Park, Manchester Gardens); and Tottenham Green.
* Harringay (Ducketts Common, Green Gate Common, Falkland Fairfax Open Space, Railway Fields), St Ann’s (Chestnut’s Park).
* Harringay (Finsbury Park).
2. The council will seek to redeploy, where possible, those staff affected by the changes. Formal consultation, including consultation with Trade Union representatives, will now begin.
