As one of my neighbours commented, it's "turtles all the way down".

Some good and some grand ideas. But all based on financial assumptions which - if they turn out to be wrong - will mean that the poor old Haringey Council taxpayers who are taking all the risks, will be covering all the losses.

I thought that the proposals would only be put into operation IF the external funding becomes available.

From the page on Regeneration/Funding, the paragraph headed: How are we going to fund it?

"In taking forward our regeneration proposals we will be looking to obtain finance via investments and loans from public and private bodies as well as grants. We will pay back loans with additional income generated from new uses."

So some of the money will be grants and some repayable investments and loans. Who do you suppose will pay back the latter should insufficient income be generated?
