Going through the bins

just popped my head out the window to find 2 figures going through my neighbors bins on Dongola road.

One of them had an official yellow vest on but the other person didn't look official in any way.

This is not the first time we've found our bins have been messed with and was wondering if anyone knows if these are council employees checking what we're throwing out or just treasure hunters?

Either was it was a bit creepy :/

I have CCTV and one night I caught a woman going through my neighbours bin. She'd spotted that there were some clothes in there and was sorting them out. She lined them up along the walls and chose her prefered items. Then she proceeded to get undressed (fully, stark naked!) and tried them on (much to the amusement of passersby). Satisfied with what she'd chosen she put her coat back on, gathered her previous clothes and walked off. She did put the remaining clothes back in the bin.

Somehow I don't think she was working in an official capacity though.
