Harringay, Haringey - So Good they Spelt it Twice!

You may have seen that Rakkas, the restaurant and shisha bar between Lothair Road North and Railway Fields, is having its licence reviewed by the council. This is because it has had numerous warnings over its conduct regarding its current licence, which has seen enforcement visiting several times in 2022 to shut down the outdoor shisha bar after its 9pm curfew. It has also had several complaints about noise, antisocial behaviour, conduct over customer parking, and others.

In 2021, Rakkas had its licence revoked for opening in the lockdowns, and then came back bigger, only to have this further review. In all this, it also applied for a later licence, on which there is a hearing on Jan 19 via Teams. In my view, Rakkas has brought nothing but repeated and unrepentant nuisance to residents nearby and the council has acted. I've tried to attach their warning letters here.

This place has been nothing but trouble for years now. They breached covid restrictions, and from memory the police even found evidence of illegal gambling on site. I am not remotely surprised they continue to operate outside of the licensing regime, as if somehow the rules don’t apply to them. I remember vividly during the refurbishment a chap with an electronic tag going in and out of the premises which I found mildly amusing at the time but it looks like it all follows a theme. This place adds nothing to the community other than nuisanse the most undesirable clientele of wannabe gangsters. 

The fact that this 'restaurant' needs bouncers on the front door says all you need to know.

Always thought their sneering presence was more about trying to create an air of Saltbae exclusivity than stopping actual trouble. That said, one customer threatened to stab me one evening when I asked him to turn off his engine outside my house...

Often (although I don't know if that is the case here) such things are imposed as part of their licence.

I'm not sure about if they have permission for the multi-storey extension they've put on at the back. They also own/control the very run-down house right behind on Lothair Road North that had the eyesore scaffolding on for so long. I believe their waiters live there in some kind of HMO. Probably makes it easier to avoid complaints if your own staff have to live adjacent. 

And yesterday I slipped on grease that had washed onto the pavement under the back gate onto LRN. Revolting. 

The planning is somewhat curious from what I remember. There are separate planning applications for the different addresses that make it up without much, if any, suggestion that they will join together into one premises.

It did used to be the case that triple fronted places weren't allowed but that seems to have been abandoned as a policy now.

It is planning policy by ‘de facto imposition’. Vested interest know that the council is resource strapped and what thye wil get away with.

It sn’t helped by the fact that the destestable Tories, in government for over 12 years now, keep changing i.e loosening, legislation….

Saw the bouncer coming out of the house just behind the other day before his shift. Certainly seems to be de-facto staff digs. 

Very representative of strong ‘vested interests’ that get their way in Haringey, through de facto imposition, even when they flout planning & other regulations. Sigh.

I live on LRN and share the concerns on this discussion.  I have been looking on the Council web site since early December to find the warning letters sent to Rakkas - where are they hidden?

Hi there. The warning letters are available by mailing the council licence team but I posted them in the original post at the start of the thread. I've tried to add them here too. I hope you can see them.
