Wheelie bins cleaning issue
I live in a conversion, 3 flats in total. There are 4 large bins outside for all 3 flats to use. 2 for normal waste and 2 for recycling. They all stink and have things on the bottom that must have been there for ages.
The whole house belongs to L&Q and all 3 flats are rented.
I would like to get those bins properly cleaned as living on ground floor I get the whiff of the stink on hot days - I haven't got a slightest idea how much would it cost or if it is down to me to get them cleaned once in a while or should I ask L&Q to do it? As I said those are not my own bins, those are shared for 3 flats in the house. I know the other 2 tenants would not contribute towards paying for cleaning. Sighhh
I sent them a message but no idea when /if they will reply so trying to ask here in case someone knows?

A stiff broom, or even a garden spade, is your best bet to get stuck-on gunge off the bottom of each bin, following as much boiling water and kitchen surface cleaner as you can manage. And repeat. As for drying them, simply leave them upside-down for a while (I'm assuming you're writing about square-section domestic wheelie bins, rather than the vast rectangular bins you could climb into, used at blocks of flats).

Tip it over a drain on the road.
I've seen someone who does them locally in south tottenham. The bin man, or similar. The cost is pretty low.

If you put a bowl of boiling water in and disinfect leave for a while then push onto side and let it all come up and then put contents into a bag. Believe it or not I live in hmo and I use shake n vac in our bins
