Harringay, Haringey - So Good they Spelt it Twice!

Hi all.

I want to build a small brick outhouse to be used as a studio in my garden. The building will be approx 1.6 x 2.6 meters, so not very large at all. I live in a ground floor leasehold flat that I purchased off Haringey council. This will be a standalone structure & not an extension/lean to etc & the studio will be used by my wife as a craft studio so there will not be any noise issues.
Will I need planning permission is my question as I cannot find anything on Haringey's website. 
It would be appreciated if anyone has any knowledge & can answer.

From what I understand, as a flat owner you don't have any permitted development rights, so yes it will need planning permission.

What about a shed? Will cost less and fewer restrictions,

A shed is classified as an outbuilding and if you don't own the whole house you may still need planning permission (yep, I know no one bothers but, in theory, a neighbour could still raise a legitimate complaint about it)

There used to be a process where you could go and speak informally to one of the planning team to run your ideas and plans by them. Worth checking with them if this still happens or if they can give you guidance before you invest too much time etc.
It's likely you will need planning permission as you live in a flat rather than the whole house. A reputable company can make the application for you, acting as your agent. If they have carried out work like this before they should understand how to put an acceptable application together for you.
Haringey's pre-application advice service costs £300 for householders. The free service no longer exists.

Try having a look on the Harringay Planning website http://www.planningservices.haringey.gov.uk/portal/servlets/Applica... to see if there are similar projects and whether the permission was granted or down as permission not required, etc.

Bear in mind that the requirement is significantly different if you only own a flat, not the whole house. Most permitted development rights refer to the “Dwellinghouse” which does not include buildings containing one or more flats or a single flat contained within a building.

I have called the Haringey planning department a few times and they have been useful for informal advice so they may be able to help you with a relatively straight-forward question like this.
