Could be linked or they could be doing a bit of joined up analysis- makes sense..
At the local meeting in December about replacing Wightman Road bridge, the council transport officers explained that the road closure won't just increase Green Lanes traffic, but also Crouch End traffic and eastwards out towards Seven Sisters, so it makes sense for a Green Lanes survey, even before the closure, to be wider than the immediate area.
The survey will be repeated once Wightman Road is closed, to measure actual figures against predictions. I suppose those figures would also be used to discuss the oft-requested closure of Wightman Road to through traffic.....

Good on them for being so comprehensive but, we're up against traffic changes that were done without this kind of survey so I'm quite sure that our close neighbours will have a say in any response to this data that we did not get in the changes done to their streets.
The "Green Lanes" Traffic Study covers a wider area than just the Ladder, though the Ladder is of course the primary motivation for the survey in the fist place. The wider area will cover parts of St Annes and Seven Sisters etc so as to look at and model/assess the impacts of various traffic options not just in the vicinity of the proposed initiative, but also secondary implications outside the primary area the initiative will cover...
Your point is a fair one John, but we have been assured that the Survey/Study will look at all options, with equity being a core principle in how any plans are drawn up.
There are 2 or 3 on my road (Conway Rd) also some on Rowley and Riches, and St Annes Rd.
Basically all over the place.
