Harringay, Haringey - So Good they Spelt it Twice!

I've recently noticed a car that regularly parks in the EV Bay at the top of Rutland Gardens and pretends to use the EV charger (plugs in but never starts a charge). Since noticing this car doing it regularly (4-5 times a week all day). I've noticed others also doing this, albeit on a less regular basis.

I was wondering if this is something others are noticing around the Harringay and is a wider issue? The way to tell with the old source chargers is that they flash red, but other chargers may vary.

Some additional context:

I've chatting to my local councilor about the issue as the Parking Officer won't enforce if the vehicle is plugged in even if it's not charging. So hopefully this can be change (eventually), but looking at the reply they currently had from the council offers have got back, the council officers are been less than helpful even (they refer to the TMO but that indicates the EV has to be plugged in and charging)
