Harringay, Haringey - So Good they Spelt it Twice!

This from Haringey's Website today (Thanks to Liz for spotting this one):

People who allow dogs to foul the pathway and who dump rubbish in the streets risk being fined £75 in a new crackdown by council enforcement officers.

Starting with Haringey 's ladder area in Green Lanes the council has sent a letter to residents to report those who do not clean up after their dogs in the Haringey Passage or who dump rubbish there.

The council has pledged to fine anyone found dumping or fouling the area a £75 fixed penalty notice which must be paid on time or it can rise to £2,500.

Cllr Nilgun Canver, cabinet member for enforcement and safer communities, said:

"Some areas of the Passage are being spoilt by a minority of people who still dump rubbish and allow dogs to foul the footways. This type of anti-social behaviour cannot be allowed to spoil the local environment and residents' enjoyment of it. If you see someone dumping rubbish or letting their dog mess the Passage without cleaning up after it, please let us know and we will look into it."

Street Enforcement Officers can issue a fixed penalty notice of £75 to anyone they find dumping rubbish or allowing dogs to foul the footway. Those who fail to pay the fixed penalty are prosecuted and can receive a maximum fine of £2,500.

If you see anyone dumping rubbish on the street, other than normal domestic rubbish for collection, or dog owners not picking up after their pets, let Enforcement Services know on: 020 8489 5230 and ask to speak to a Street Enforcement Office.

The Council can also help residents dispose of rubbish or bulky Items, call: 020 8885-7700. There is a free collection service for white goods such as fridges and freezers and other goods can be picked up for a small fee.

Anyone seen one of these "letters sent to residents"?

I think a question to Ms Carver about how many people they caught and fined in a few months time might be a good idea. No, haven't received a letter...
Npoe, no letter. Also, when you see a random hoodie not picking up after his pitbull, how are you meant to know where he lives? I'm certainly not going to ask! How else are they going to "look into it"??
See if you can surreptitiously take a picture with your cellphone. Fine they hide their faces but they're pretty proud of having such distinctively patterned dogs. If we got enough pictures we could make a great poster. *girl giggling and looking at the poster "Keiran! Is that Masher up there? What are you feeding him?"*
What is a 'street enforcement officer' and what are their hours of patrol? If they were visible would this perhaps make some think twice. Anette is correct of course. The very phrase 'look into it' does not commit them to doing anything about any report that somebody submits.
I wonder why they have chosen to make this press release now? Has somebody picked up on the anger and criticism expressed on this site and the proposals for the organizing of action by Adam Alison and others in the posts and decided on a pre-emptive strike? Are those emails about the drinking ban making them think?...

I just called the number given above to ask what level of information they would need to 'take action'. I didn't manage to speak to anyone in the enforcement team but was told that the key would be saying that you had witnessed what happened (and obviously you would need to know where the person lived). You would need to sign a witness statement. A photo would be good, but you could still make a complaint without one.

Which is helpful of course. But it does make me conscious that in all the time I've lived here and the zillion times I've used the passage, I've never actually seen anyone in the act, so to speak. And even if you do of course, being able to follow someone home to see where they live might be neither practical or that safe.

Totally agree with Liz's comment about going back to this in a few months and asking about the numbers who have been caught and fined.
And indeed the number of reports that were received.

"Harringay Passage. Graffiti has been removed, CCTV cameras introduced (from which as far as we know there has not been a single conviction, ) and dog waste bins provided." and that appears to be it. Have they simply stopped in their efforts to improve Harringay Passage as laid out in their action plan? Apart from putting lots of nice signs up that said 'Haringey Passage, which then were taken down and ones with the correct spelling put up at a cost of...? Well who knows? I'm sure we won't be told.

When there are those among us who want it gated and others cautioning us not to use it at night and certainly not to take anything valuable with you... no wonder the council don't care about it.
Very true, but isn't it time to revisit the issue and perhaps as Colin Bannon suggested have a public consultation on this as they did with the New River Path. It is not enough to simply air these things online, we need to speak to the people who hold the purse strings. Living Streets have been v effective in the past but is it time for a new big push on this?
Yes i totally agree, now is the time for a big push.

The CCTV cameras you refer to above were a complete farce. In short they were never used, they were and still are standing there and for all purposes they could be dummies, even though there are actually cameras, they just aren't switched on... it is a joke.
And some serious questions asked about how much money has been spent so far on intiatives that clearly have failed, such as these cameras.
