Harringay, Haringey - So Good they Spelt it Twice!

Who has permission to trade and to place tables and chairs on the pavement on Green Lanes?

That was the question I asked of Haringey a few weeks ago and had a very prompt reply from them. As you can see from the list below, a number of shops who sell goods on the public footpath or have tables and chairs out have not applied for and and been granted permission. Also, the level of enforcement against those who do so without permission is pathetically low and all seem to have been done on a single day in September 2015. You also might notice that Haringey don't give permission for free standing A boards on the pavement. I passed three of these on Green Lanes just 20 or so minutes ago.

I've also attached the conditions for how goods are to be displayed when permission is given, its very clear that they can't just be propped up on milk crates and boxes.

You need a legislative framework to be able to issue fines legally. Is there one? I doubt that there is but I don't know.
If you look at the list they have issued some FPNs so the power exists

Why are some of the business addresses above listed as Hornsey and Tottenham, and only a few as Harringay?
I think the last bit of the postcode does this. All the Tottenham ones are on the Tottenham side and the Hornsey ones on the Hornsey side of GL. We often get letters addressed to us as Warham Road, Hornsey.

Must admit that (even as someone with a buggy who goes up and down Green Lanes all the time) this isn't an issue which bothers me. Appreciate the sentiment that the rules ought to be respected and upheld. On the other hand, Green Lanes has long felt a bit like the Wild West and I don't mind that really - indeed it's part of the charm.

In an ideal world, sorting out permission issues like this would be so easy that a much greater percentage of people would comply. Part of the problem is the admin involved in even a straightforward issue like confirming pavement areas in front of your shop/cafe.
