Help With Double Glazed Window Repair

We have a UPVC double glazed window that is stuck. I believe one of the bolts is caught. We have tried various things, but I think we need some help with it.

Any recommendations?

When we were doing up our BTL in Enfield we used a small company called Gee & Bee. They managed to unlock a window the key for which had been long lost and did a general service on all the windows. They seem honest and efficient - and there have been no problems with the windows two years down the line.
