It depends it they are self-employed or not. If SE they don't have to be paid the minimum wage, soon to be 'national living wage' but it is best if they are paid at least that amount, as that wage represents the absolute basic level needed to live, (better to pay London living wage as that more accurately represents how much it costs to live in London).
All self-employed people should register for tax and NI purposes - they will pay tax on any earnings about the thresholds set yearly. Bulgarians who were here before their country joined the EU had to be self-employed as that was the only way they were permitted to work in this country. Some were managed by agencies but they were not employees and were responsible for their own tax and NI - as you can imagine this sometimes led to exploitation of workers who worked for v low wages and were often unaware of their responsibilities to register. Some cleaners now work PAYE - you'll know because you won't pay the cleaner directly. Many are still self-employed and will use invoices.
£10 an hour was a good wage if it was as far back as you say but then cleaning can be a demanding job, especially if you clean more than one place a day. The London Living Wage is £9.20. Seems a fair rate to me.
[Incidentally, I don't have a cleaner. I just know this stuff because I give advice including to cleaners who struggle to pay rent and bills on low wages]
