Under the Health and Social Care Act the local LA, GPs in groups known as CCGs as well as the Director of Public Health make assessments of health needs. They have expertise but dont really work together.So BEH can come up with this plan and as long as they can say they will retain some health services on the site no one has taken the responsibility or their duty to check what other services could be provided there. People may have seen the above article in the Tottenham Journal or the Ham and High. It describes in detail exactly what is wrong with Barnet Enfields and Haringey Mental Health Trust’s (BEH MHT) plans for the St Anns site.
BEHMHT have failed to prove there is surplus land there and the Council have failed in their legal duty to establish what the health needs are for the Borough especially at a time when there are 10,000 houses planned for the East of the Borough! The Council is also going counter to its on Local Plan especially where they should “ identify appropriate sites for new health infrastructure ..in Haringey’s areas of growth” (SP14). I would say St Anns in East Haringey fit s that bill !
