how come parts of roads of trees... and others don't? Basically- can I request a tree from the council?

i noticed this the other day and it made me smile. Thank you whoever did it.
The ground round the tree near our house is full of suckers so I don't think anything nice will grow there, unless anyone knows better?
No permission needed.
I did the one outside my house last year. Just buy a bag of compost, heap it around the base and plant your flowers.
Main problems are dogs using it as a toilet, small kids barrelling into it, theft of more attractive flowers (petunias seems to work against that) and, sometimes the council weed killer man (although I think they are careful if they see something done properly). Some people put boxes around to help guard against damage but its not necessary. Can all be done with a tray of flowers and a bag of soil.
