Changes to traffic fines for various offences
• Not indicating to the DGT you have changed address: €80
• Driving with an expired card: €200
• Not having passed the ITV: €200
• and driving without a license: €500 - no points.
[ If you drive and don't have a license because a judge or the DGT has removed it you commit a crime punishable by three to six months in prison and a fine of up to 12 months.
If you have a license but you forget it and leave at home then get caught without having it, the fine is €10.]
• Driving a vehicle without windscreen wipers: €200
• Driving with the wheels in poor condition: €200
• Driving your car... after it has failed the ITV test: €500
• Driving with number plate in poor condition or non-approved size: €80
• Start moving with excessive acceleration causing wheels to spin: €100
• Put ornaments, drawings or advertising on the license plates: €80
• Throwing objects – paper handkerchiefs, bags, papers...-on to the road: €200
• Throwing out a cigarette butt or item of glass that can cause fires: €200

As a PEDESTRIAN, you also can be fined for...
• Crossing the road extremely slowly - even at a zebra crossing- without justified reason: €80
• Crossing the road at an improper place or walking along the side of the road: small fine
• Cross pedestrian traffic lights when red, or even when already in amber-: €200
• Cause an accident by walking along the side of a road - no matter if you're drunk or not-: €200
• Walking or cycling in a bus lane - the VAO BUS - : €200.
It is FORBIDDEN and is DANGEROUS
• To organize or participate in illegal car racing: €500
• Not giving way to another vehicle which has preference: €200 and 4 points
• Using reverse gear when not allowed - on road, by having us past a yaw-: €200 and 4 points
• Overtaking a vehicle sticking much to it when you put you front: €200
• Increasing your speed when being overtaken: €200
• Leave the car double parked: €200
• To not have an illuminated rear registration plate: €200
• Use the Horn without reason that justifies it: €80
• Drive the car up the curb or leave it parked on it or the pavement: €200

I was just about to get all in a lather about having to carry a driving licence when I noticed the euro sign. I'd quite like to know what this is -"It is FORBIDDEN and is DANGEROUS- Using reverse gear when not allowed - on road, by having us past a yaw"; a bit alarming as last time I yawed was on a boat.
Other than Spanish law being unnecessarily harsh on pedestrians, I really don't get the drift.
Or to put it another way: ¿Que?
I thought it informs the recent discussions about cycling, even though that's not on the hit list. eg headphone ban.
Some other developments will impact on Haringey. Today, Eric Pickles announced measures aimed at assisting High Street shopping. These include what he calls: "sensible changes to over zealous parking rules [which] will help make high streets more attractive to shoppers".
Transport Secretary Patrick McLoughlin MP said that:
"Unfair parking fines blight the use of our high streets and force shoppers out of towns. We want to rein back aggressive rules by banning the use of CCTV for parking enforcement, reviewing the use of yellow lines, and giving shoppers a ‘grace period’ to get back to their car after their ticket has run out before they get fined."
I haven't had time to read through the detail of the new proposals. But I doubt, somehow, whether they'll include some expression of regret that Planning Law has encouraged out-of-centre Malls and Big-box stores. And that Tax law encourages tax avoidance by internet traders. But let's be gracefully grateful for another few minutes before we get fined in a CPZ bay. And for the further announcement that there will be new guidance:
"to emphasise a less heavy-handed approach to parking enforcement and to reinforce that charges and fines cannot be used as a means to raise cash."
That of course is already the law. But it's ignored by local councils across the country. Who will no doubt continue ignoring it for the very good reason that they are desperate for income to backfill Government cuts. And that includes Haringey which made over £6m profit on its Parking Account last year.
