Online is easiest - follow the link above. Be sure to tick one of the four boxes object/support/ neutral /comment only so it gets counted as an objection. Note this is a Cert of Lawfulness so it's already in use as HMO I think? Not familiar with the form, it includes drawings re conversion.
Cert of lawfulness means that there's a claim that its already been used for the use applied. In the case of conversions, a couple of members of this site found that a good number of such claims have in the past been fraudulent.
Any objection is considered but to have full force they should refer to planning law and council policy.

There's very little info on that planning app. Someone should go and count the doorbells.
In these fait accompli cases, the onus is on the applicant to prove current and continuous use going back at least 4 years. Only objections which supply contrary evidence are considered. This would definitely include proof that an applicant has forged utility bills etc.
The authorities do seem quite lax and, I believe, often accept signed affidavits.
Unless the law has changed, with HMOs it was ten years.

I didnt know about the residents group but would like to be in touch with them. So am I right in thinking there is little point in filling out the council online form as I dont have any evidence or should I go ahead.
Also when I had a quick look there seemed to be something about my details becoming public. Is this the case and if so should I be worried about an angry landlord contacting me?
No, I think it's still worth going ahead whatever you say, but the more you can speak to the legal and policy issues the better.
