Harringay, Haringey - So Good they Spelt it Twice!

The following from Haringey Council's Press Office:

The online parking permit and penalty charge payment services will be closed down for nine days between 2nd and 10th May to enable upgrading of the system.

Residents are urged to renew resident permits, order more visitor permits if they are running low, or make any new applications well before the 1st May.

We apologise for the inconvenience but we need to do this to upgrade the system which will allow access to a greater range of online parking services and enable the council to provide a better overall service in the future.

Residents will not be able to use the online services during this time or be served as normal at a Customer Service Centre to:

* Renew or make a first application for a Resident Permit
* Order Resident Visitor Permit Vouchers
* Pay for a Penalty Charge Notice (PCN)

There will be very limited opportunity to purchase any sort of permit at a Customer Service Centre during this period.

The council is taking extra steps to ensure that all renewals that are due before 10th May are completed before the system is shutdown.

During this shutdown period residents will still be able to pay a PCN via the automated telephone payment line by calling your 0845 1300130. Full details can be found on the penalty notice.

Between now and the shutdown there are still several ways to apply for a resident permit or resident visitor permit voucher.

By post: by completing an application form and sending it to PO Box 55235, London Borough of Haringey, N22 9DF.

This reply is roughly what I expected (my expectations were not high).

I'm pleased that they did not invoke Commercial Confidentiality, although they have to be pretty confident about that, since it can be challenged. I'm sure that some council "officials" regard answering FoI requests as an art form, where the trick is to provide responses without answers and to conceal some information.

I marked the response as "Partially Successful", since some responses were content-free. 

We now know that the contract with Civica does contain Performance Targets ... and yet there are no Penalty Clauses (?!). Instead, when Service Levels are not met, the council gets "service credits".

This doesn't seem to me to provide much or enough incentive for Civica to get it right first time.

It seems that the council is being taken for a ride and they're blithely unaware of it, despite spending the best part of a million pounds last year with Civica. Are Councillors just passengers along for this ride?

No wonder Civica is making money hand over fist, as Kevin has pointed out.

Annette, why don't you make the next set of FoI request about this?!

I'll try to find the time to do that, as this is really annoying me. Where do I send it?

As Councillor Alan Staton has recommended, the best way to make FoI requests is via the website:

... because both the request and any response are shared with the public. Also, it tends to avoid duplication. Bear in mind that your name will be public also. You can make the entire request from your computer.

It's best to be specfic and give the least opportunity for the "officers" to ask for "clarification" (this can be abused). The council can refuse information if it relates to a staff member or more likely, if they deem it to be commercially confidential (this legal excuse has been abused by LBH in the past).

The council is under a legal duty to be helpful to you (Section 16 of the FoI Act) but their degree of helpfulness is sometimes a matter of interpretation. (I wonder why those who framed the Act thought it necessary to put that in? Shouldn't we be able to just assume that these public servants will automatically be helpful?)
