Yes. In April 2008 a Full Licensing Committee, chaired by the then Cllr. H. Lister, granted a Licence to the council-owned & controlled trading company (APTL). At the time they assured everyone that it [council-endorsed gambling] would be confined to the Panorama Room and just how limited it would be.
With the current Application, the gambling will now switch into the Great Hall. All punters will pass the "betting shop" in order to enter the West Hall, site of the darts competition. An earlier claim for the Panorama Room was that visitors would not necessarily have to see any of the gambling operation as it was literally a side show.
Even if one might object to this, there is not anything anyone can do about it as it has been endorsed by council officers and employees.
And how much will this make for the Palace? Very little if anything - i bet! Hope this isn't another Caino scenario on teh cards. if confined to specific events where betting is the norm eg Darts then probably OK.
