Government Minister not allowed to sign Early Day Motions?

As a retired Civil Servant and PCS supporter i aksed my MP, Lynne Featherstone, to sign EDM 301 in support of the campaign against threats to Civil Service compensation scheme. after several weeks (unusual for Lynne) the reply is that "due to Lynne's position as a government minister, she is am prevented from signing any EDMs at this time." Is this true? If so it greatly impacts on an MPs ability to fully and properly represent their constituents and seems against democracy to me.

No that's correct. I asked David Lammy to sign a couple when he was a minister and the same reason was given why he couldn't. I think he usually said what his policy on the issues were though.
It is convention that both Ministers and Shadow Ministers don't sign, but they can still pass on the concern to the Minister responsible as David Lammy did on my behalf some time ago
