An amendment to the 1991 Dangerous Dogs Act could also give powers to the police and councils to force owners to muzzle or neuter their pets.

You can find a link to more information and the consultation itself at Direct Gov if you would like to take part.

This news has of course has started some scare stories about  pensioners being faced with bills for 600 quid for 3rd party insurance etc, but Dogs Trust have reminded people this morning on Twitter that you get automatic 3rd party insurance by becoming a member  for £20 a year or £10 per year if you are over 60

This is lazy journalism or sensationalism. It does not specify whether ALL dog owners should have to buy insurance or only owners of designated dangerous dogs. Still, it made me read it ha ha.
If you go to the Direct Gov site linked to, it makes it much clearer. It is only at the consultation stage and there are a number of proposals on the table, including all owners having to have insurance.
A fundamental question: is it a dog ?

Pity we can't neuter some of the owners. Might lead to a more long-term benefit
