I completely agree about openness. Yesterday I spoke to the Local Government Association who are helping to coordinate the response to the bad weather. They are gathering and sharing information among local councils. I suggested they could put this online for general public access. And possibly also invite helpful suggestions and ideas from the public.
No, I think it's perfectly reasonable. If the Labour party spent some money on things like that instead of advertising, the product may start to speak for itself. Oh but, then no more nice lunches at Claridges with those advertising execs.

Winter Maintenance Service
Purpose of Briefing
To provide an update regarding the winter gritting service to date and details of the strategies for gritting and communications for the next week.
Background
§ The current cold spell started on 17 December 2009. During the period since then temperatures have been at or below zero for almost all of the time and there have been several snow falls of varying accumulations.
§ From 17 December 2009 to 23 December 2009 gritting activity was almost around the clock throughout. During this time all carriageways in the borough were gritted at least once. Priority 1 and Priority 2 carriageways were gritted several times. We also maintained gritting services on Town Centre pavements and carried out gritting on residential road pavements to support refuse and recycling collections.
§ From 23 December 2009 to 5 January 2009 gritting has been less intense with nightly overnight frosts requiring frost patrols on carriageways most nights. We carried out more comprehensive gritting over the New Year due the forecast for snow.
§ We have used significant amounts of salt grit since 17 December 2009 and remaining stocks need to be carefully managed. We ordered a further stock of salt grit on 21 December 2009. The first deliveries from this order have started to arrive today, 6 January 2009.
§ The forecast going forward is for continued cold weather and snow events for at least two weeks. On 4 January 2010 a further order for salt grit was placed to ensure we continue to receive the salt grit required to meet the ongoing demand.
§ As the forecast is for continued cold weather and snow we need to make efficient use of our salt stocks. This means we will not be able to grit everywhere we would like to. Therefore, we have devised a gritting strategy and communication strategy to ensure that gritting activity is targeted, economical and effective where used.
Gritting strategy
The gritting strategy has been devised to deliver the following outcomes:
§ To focus gritting activity on carriageways and pavements that are the most heavily used and where vulnerable people need assistance.
§ To maintain safe pavements in the 15 Town Centres in the borough.
§ To keep bus routes running and to ensure emergency services can operate.
§ This may mean that the gritting of minor roads cannot be carried out. It also means that we will only grit when there are high confidence levels that accumulations of snow will occur. This will avoid the wastage of salt grit.
§ We have a network of 99 salt grit bins on public highways at strategic locations. These bins are continually being topped up to meet demand.
§ Where possible members of staff from other services will be deployed to snow clearance and hand gritting, especially where those staff cannot carry out their normal duties because of the prevailing weather conditions.
Advice to residents
Like all local authorities nationally, the next two weeks are likely to be very challenging for the Council in terms of public enquiries and gritting requests. Therefore the advice given to residents will be clear and based on Council’s strategy that during the current bout of cold weather the Council will undertake gritting with the following aims:
§ keep main road carriageways and all bus routes in operation
§ allow emergency services to operate
§ maintain safe pavements in the 15 Town Centres in the borough
§ provide assistance in special circumstances, for example where there are vulnerable people
The Council may not be able to respond to every request for gritting of carriageways or pavements that are not included in the above priority list but we will aim to carry out a site check for each request we receive to make a decision about whether to grit or not.
The Council advises residents to:
§ Take care when they go out, wrap up warm and wear sensible footwear
§ Make fewer trips out if possible
§ Consider leaving the car at home and get the bus or tube
§ Look out for neighbours that may be vulnerable
Summary
In summary the weather forecast will continue to present challenges to all local authorities across the UK. As you will be aware there is a national shortage of grit being supplied to councils and therefore is it important that we use our remaining stocks as efficiently and effectively as possible.
We have made enquiries regarding gritting services being undertaken in neighbouring boroughs. They have reported back that they are prioritising their services in a similar manner as set out within this briefing.
