My roommate want to have a park permit.
However I am the only one paying the council tax and the council said that she has to show council tax contribution.
Is there a way that I can add her or show that she is contributing to the council tax?

That's ridiculous. The householder is liable for council tax. As long as she is officially resident, I think she is entitled to a parking permit. Is she on the electoral register?
She is not yet. We are going to register her.
I am the main tenant.
So when she asked for permit they requested:
- driver license as a prove of registry or a council tax contribution.
We are obviously not changing driver license address, just because its part of a proof...
Now the agency is going to renew our contract in 3 months, so it is the earliest possible date that we can add her in the contract. However i was wondering is there no other way to notify the council that this person lives here?!?
The driving licence has to be changed to the current address, failing to do is illegal, has to be up to date. Ditto the car registered address. It's one thing that has to be right, otherwise drivers can get away with bad behaviour. Trouble is it costs ££ to do so, £10 last time I did it. But that will then prove the address. I got fined once for failing to do this, about 2 weeks after I had moved. You can't have a permit unless the car is kept at that address. If not I could make a fortune by using my address to let people park next to the tube station....
You're right, no cost. They do remind you of this: You can be fined up to £1,000 if you don’t tell DVLA when your address changes.
