Several years ago I asked about the Council's land ownership of the western side of Hampden Road. Adam got better information from Network Rail in January 2010. The key feature was that most of the western part of the road is not public highway. From the station to the section crossing the New River was the responsibility of the train operating company. Network Rail was responsible for the section directly over the River. So it may be worth starting with a call to them.
There's also a page on Haringey website about flooding which may be helpful - especially since the water is draining to Wightman Road, which is public highway.
Sometimes these pools are due to blocked drain gullies. Google StreetView shows a gully on the northern side of Hampden Road where you describe. If you can't see it because of the pool, Mother Nature often provides a free but sophisticated ligneous detection device. (a.k.a. wooden stick.)
So look around for a suitable stick and scrape it along the kerb until you locate the metal grill over the gully. Poke at it a couple of times. If the gunge is thick enough for the stick to stand up, leave it temporarily while you take a photo with your mobile phone to show the staff at the station.
