The way this report uses crime numbers to come up with a percentage of homes burgled isn’t valid. It assumes that each property that was burgled was burgled only once. Looks like someone in the news room didn’t have anything to do and got their calculator out.

The visitor population versus the resident population of Westminster is massively different. Think of the number tourists and visitors in the borough on any given day and the nature of the crimes (theft from the person, violence probably clustered around pubs and clubs, theft from the huge concentration of shops and businesses). Reports like the one linked to are lazy journalism.
