It's not just the main concern, it's the only concern. As long as you cannot sit on your balcony and observe your neighbours in their gardens you should be good to go.
Hi Veronica. I've lived on the ladder for a few years now and have ummed and ahhed about seeking permission for a terrace. I see that occasionally it is granted but not easily.
I'm really curious as to how you got on with yours. I'm looking for all the encouragement I can get that it is worth a try before starting.

It really is a shame. If it is done properly I don't see why a terrace cannot be 'in keeping' with the character of a property, and you see them all over London - Haringey included. I don't get why the ladder seems to be especially strict.
