Reduction In Cost Of A Parking Fine On The Way?

Saw this BBC article on Parking Fines and Gov moves to cut them. Not sure how I feel about it. I have had parking tickets, not too many, so not sure if I am a 'beneficiary' of the current surplus Haringey runs on parking enforcement. What are the pros and cons?

Also, wants to ask a question about what happens to all those tickets issued and thrown to the ground by the car 'owners'. I often see them screwed up or scattered around the place. What is that all about? Do the guys getting the tickets ever actually have to pay the, or is there some kind of scam I am missing here?
