I'm taking this at face value

I've given up emailing/tweeting any of them about litter or fly tipping.
Tweeting works when you copyin veolia. The above was responded to with a ref number by veolia on Monday and cleared on Wednesday. Unfortunately the council don't prosecute anybody even with all the evidence.

I reported fly tipping from the houses straight after the river a few times to the council, but they replied they can't do anything about it as they are occupied by multiple tenants and they wouldn't know who to fine. I think the landlord should be fined, as surely, he should be responsible for his/her tenants? These tenants constantly keep their bins outside on the pavement and once I witnessed a disabled person who had to come off the pavement and into the street as the bins were obstructing his way. Again, I reported to the council, but was told nothing can be done. Seems a bit unfair...?

The conditions of the lease or tenancy agreement the people living in the house have will have almost always contains a clause about anti social or un-tenant like behaviour as it can be used as grounds for eviction (this is assuming that they have a licence or agreement of course). I think Haringey are being less than helpful about this as they can find out who the landlord is and then demand that he/she reads the riot act to the occupants.
Even though I don't live on Pemberton Road, on the rare occasions that I walk up there it's almost inevitable that I see rubbish dumped in exactly the spot that Lauren has pointed out. Simply to stop the extra expense of having to clear this up so regularly would surely be an incentive for Haringey to take action. Maybe try contacting one of the ward councillors to take up the issue?

PS. This is of course if it is one or more of the occupants doing this and not the landlord themselves!

We live next to the river in the big house opposite the flytipping house. We have to keep our bins on the street as there's nowhere else to keep them. Our front steps are very steep and nowhere to keep bins on the steps or at the top of them. We can't keep them in the front garden of the Lower ground floor flat as there are also steps and also they do not have enough space for the size and quantity of the bins. As far as I know the council are ok with this arrangement as I've lived there 4 years and never had any complaints from the council. Also if there was a problem they would need to speak to the landlords not the tenants about this as there's nothing we tenants can do about it as it would involve reconstructing part of the building or the front garden to accommodate bins. We are responsible tenants and always try to keep our rubbish in the bins unfortunately the HMO houses next door and opposite use our bins for flytipping their rubbish so you will often see them overflowing. The one next door to us is sublet through TLS group (Tripletshare) to about 12 different people judging by the amount of people I see coming and going. The bins are constantly overflowing, the stench of weedsmoking and possibly dealing are a problem and there's a 60ft pear tree in the garden that overshadows our garden and drops tonnes of rotten fruit in the autumn causing fly problems. TLS are aware of the problem but won't do anything about it because they are not the owners. They won't tell me who the owners are so I e hit a wall with my complaints.
On the other side of the road (the flytipping house) you have 3 houses joined together who I have been told are run as HMO's, by the same landlord. They have extended upwards downwards and outwards and I have no clue how many people live there. The man who seems to be in charge of all three (Aka babygro man) appears to live there and is an abusive git who yells abuse at me whenever I tell him not to flytip. 

I really don't understand what is wrong with these people. Why do they want to live in filth? And why is the council not doing anything to stop them?

Here is a list of the HMOs including on Pemberton Road. This will usually tell you who the owner is. If not then there is more that can be done. I wanted to track down the owner of a property once in the Ladder and used the due diligence services at my company to do this.
