Possibly this: "Conversion of first floor (formerly used as ancillary staff facilities for a bank). Conversion to incorporate two self-contained flats and provision of new street access to the flats".

That's what I was thinking re-flats on 1st floor as a new door has been installed on the Stanhope Gdns side of the building.
