Harringay, Haringey - So Good they Spelt it Twice!

I have been chasing up progress on HGV enforcement in Harringay this week and am delighted to let you know that the council have now placed an order for an unattended CCTV camera unit that will be deployed in the first instance to capture over weight vehicles on Wightman Road.  The council are looking to have this fully deployed and operational by 17th March 2014.  I have made further enquiries as to its location.

There continues to be ongoing enforcement using the mobile camera car but a static camera will make a real difference.  If we can reduce the amount of HGV traffic on Wightman Road then I am convinced it will reduce it on the ladder roads too.

That's good news. Can you expand on "in the first instance"

So will this be a speed camera ? Didn't pick that up from Karen's information.

How does a static unattended camera deal with a driver who later says he needed ( legal ) access to one of the side roads ?

The camera will be sited at one end of Wightman Road in order to capture vehicles passing the weight restriction signage. The reason the council need to position the camera at either end of Wightman Road is to show the vehicle passing the warning signage and that the signage is correctly on display and clearly visible to drivers. This in turn will allow the council to be able to robustly reject appeals on the rounds the signage was missing/obscured.

At present the mobile vehicles carry out a visual drive by check before they position themselves along Wightman Road with full confidence that appropriate signage is in place and clearly visible.

Deployment of this unattended camera, will result in higher levels of penalty notices being issued and will directly lead to increased compliance, probably within two to three months from installation.

My understanding is that appeals received claiming access have to provide the documentation to prove this.

Great work. Though I should point out that this attempt at enforcement may struggle because of an obvious defect in the signage. If you're turning right into Wightman Road from Hornsey High Street (coming down the hill), you have to take a filter lane. There is NO signage whatsoever until you actually enter Wightman Road, at which point you are committed and have no possibility of changing course. You only get the appropriate view of the signs if you are approaching Wightman Road coming south from Hornsey Park Road. (I'm not sure you get much warning either if you are turning left into it from Turnpike Lane). It might be worth picking this up with the council. While I'm as keen as others to nail the offenders, I think it's only fair to make sure they get some proper warnings and are allowed the opportunity to make the right decision.

The key to making this successful is the signage so that operators can't say they didn't know they were committing an offence.  I will be working with the council to make sure that the appropriate signage is in the right places.

Well there is signage for the right turn into Wightman, but it is very badly placed amid a multiplicity of useless signs. I have raised this with the Highways dept to no avail.

You can hardly blame the HGV driver who misses the 7.5T sign. ( hint - it's behind the Cultural Quarter sign )

I think there is one as you enter Wightman too, no? But by this point you are already on the road.

It should really be on a post at the beginning of the traffic island that begins to demarcate the right turn into Wightman, so a driver can clearly see it and get across into the lane to head into Turnpike.

Actually, having checked, I see that now there is one, with a warning " weak bridge 1 mile ahead " about where the big blue sign is in the pic above.

But it's turned round, facing away from the oncoming west to east traffic. Muppets !!!
