ACCORDING to this BBC report,
"The driver of the car, a 68-year-old man, remained at the scene and was arrested on suspicion of causing death by careless driving."
In general, does the State take the responsibility of driving seriously enough?

They don’t Clive. It’s as if killing someone with a heavy fast machine isn’t serious. My brother was knocked off his bike on his way to work and killed. The driver had such poor eyesight that he would have been eligible to be considered severely sight impaired. He received a lifetime driving ban but no custodial sentence. He complained at sentencing that it would cost him his job. My brother’s wife and two young children lost their husband and father.

Michael, I'm sorry for your loss. I think the balance within our judicial system has swung too far in favour of drivers who kill or maim, with the current victims and potential victims in future cases, neglected or overlooked.
The first job of the State is to protect the public.
This includes protecting (all) road-users from the small minority of drivers who should never continue behind the wheel, no matter how important driving may be to their job. Anyone whose job depends on driving means they're on the road a lot. Not least in those circumstances, there should be a 100% expectation of competence.
