I think the Community Cohesion Forum might be useful in terms of getting the Charter off the ground.
From my days of working in the public sector, I found that they were very fond of spending hours drawing up lists of laudable aims and putting posters of them up everywhere. However they are just pretty decoration if not backed up with proper strategies and actual projects carried through to the end. Sadly in the borough I worked in (not this one) we were often prey to changes of regime, budgetry cuts and simple lack of intiaitive, to make things work. It was often easier to start a new poster campaign than to analyse and make work effectively the existing intiatives that had been set up. I got a little tired of working hard on something, only to have to reinvent a wheel a few months later. Let us hope this pretty photo op is backed up by something concrete, workable and sustainable.
