We have distributed consultation leaflets to our local town centres, asking for your comments on proposed changes to Parking Charges for Haringey

This consultation started on 18 January and will close on 28th January 2011

UPDATE: Cllr Canver, cabinet member for Neighbourhoods, confirms that the deadline for this consultation has been extended to Feb 4th. The amended page now reads

Across the borough the Council propose to increase the charge of various parking permits/pay and display charges as set out in the document linked below. The Council are inviting comments on these proposals which should be directed to Frontline.consultation@haringey.gov.uk or by post to "Frontline Consultation, 2nd Floor River Park House, London, N22 8HQ”

In order to obtain feedback from both visitors and local businesses on how the proposed increase in the Pay and Display charges may impact their shopping/businesses, we have taken this opportunity to distribute questionnaires to our local town centres. These documents are also available to download below and completed questionnaires can be sent in to us by: FREEPOST, NAT20890 PO Box 264, London N22 8BR or alternatively fax them to 020 8489 1251

(Site admin notes: The questionnaires linked to above appear to be for visitors i.e. non residents to main shopping areas and businesses. At this stage, the way for residents to respond online appears to be via email to the address above. The re-wording on the site now makes things much clearer)

Cllr Canver, Can we assume that the consultation will be extended to give additional time to all those who want to respond online?

I also note that the attached questionnaires give the closing date for return as 31st January.
A very short consultation period, especially given the time this has been rumbling on. Look forward to seeing the questionnaires... 

I am actually rather concerned by the carrying out of this consultation and have dropped a line to cllr Gina Adamou, outlining the following points and asking her to investigate.

I have three concerns about this consultation:
1. The online facility for answering is not available for people to submit the questionnaire electronically. There is an undated note promising a 48 hour repair but on 24th, it was still unavailable. Given the technical failure, the date should be extended by the amount of time this facility has been unavailable.
2. The availability of the paper questionnaires is not clear. Local town centres is vague. Are people who live in CPZs to have them delivered to their home? Will businesses be sent a copy each? Where are the outlets for the paper copies? The paper questionnaire linked to gives the closing date as the 31st Jan but the online announcement gives it as 28th. Which is the correct one? Given that today is the 24th, if the plan is to deliver the paper copies to houses, then they are cutting it fine. Where else was this consultation announced?
3. The notification of this consultation on the council website was today, the 24th Jan, giving people only 4 days, despite the consultation opening on the 18th: 

All councillors were sent an email on Monday 9 January. It said:

"Please find attached a copy of the street notice advertising new parking charges in Haringey. The proposal affects charges borough wide, therefore the notices will be put up on every street residing in a CPZ / pay and display areas."

"Our contractors are starting to erect the notices today and should complete by Thursday."

The leaflet - which Hugh posted on HoL - carried the date 13 January and included a final paragraph which said:

"Any person is invited to make written representations or comments within 21 days of the date on which this Notice is published to:

Frontline Consultation, Sustainable Transport Group, 2nd Floor South,
River Park House, Wood Green, London, N22 8HQ (or)
frontline.consultation@haringey.gov.uk"

I saw a laminated copy of the leaflet fixed to a lamppost on 11 January.
As the leaflets went up at different times I've written to Ms Ann Cunningham, Head of Parking to clarify when the consultation period actually ends. I'm unclear where the 28 January deadline comes from. 21 days from 13 January - the last day planned for leaflets to go up - takes us to 3 February.

In short, this consultation on the website appears to be a bit of a dogs breakfast, since we now have 3 dates for the closing of the consultation; 28th according to the website; 31st according to the questionnaires, 3rd Feb according to the laminated lamp post announcements.

Also will the facility for responding online to the survey be restored? Or will people only be able to email their responses into the consultation?

Yes, should have been done today. People should be able to respond online until 4 Feb.
Thank you for getting the wording on the website sorted out, Nilgun. It is all much clearer.
Am I being thick? I can’t see where to respond online. Help me wise ones.

As site admin comments, I think you submit comments via email to Frontline.consultation@haringey.gov.uk - the reference to an online survey to complete seems to have disappeared, and the name of the questionnaires has changed from car users to visitors i.e. people driving to Wood Green/Green Lanes/ Broadway etc not residents

So, I think you just email what you want to say, unless Nilgun can tell us differently.
