Harringay, Haringey - So Good they Spelt it Twice!
Finsbury Park 5 a side football consultation
I have been down to Finsbury Park to have a look at the the plans and talk to some of the Haringey Council staff about the possible plans for a 5 a side football scheme. Its just initial consultation to gauge public feeling in the area - worth going down for look and a chat.

My petition is up and running with over 60 signatures on the first day!if anyone on this thread wants to sign it and put their name to opposing the planned development let me know.I live on Stapleton hall road but will be spending some time on the concrete area in finsbury park playing basketball/getting people to sign petitions.

The Harringay website said they specifically do not want online petitions (dont know why, but its probably to limit the ammount of people i can get to sign my petition)
Also they said that they would prefer the only people to sign the petition to be residents of the ward of Harringay. That is basically the Harringay ladder.
I dont live on the harrinagy ladder so i hope they count my signature

Joe, I've no idea why you were told only Harringay ward residents can have a say. Perhaps somebody who hasn't looked at a map and noticed that more than one Haringey ward is immediately adjacent to the park; with several more within walking distance. Not to mention wards in Islington and Hackney!
One thing I'd suggest is that people are asked to give real names and addresses.
Perhaps HoL would - temporarily at least - host an online copy?

Who can petition the Council?
To raise a petition you should be an interested party who lives, works or studies in Haringey. (thats me ) People signing petitions should also live, work or study in the borough.(thats you)
however what about the people that come from across north london and beyond to finsbury park?

The law (Local Democracy, Economic Development and Construction Act 2009) explicitly states "(1)A principal local authority must provide a facility for making petitions in electronic form to the authority."
Haringey's policy states " . . . .you can either:
* Send a paper petition . . .
or * email a scanned copy . . . . "
I don't think this qualifies as a facility for "making", but as a facility for submitting a pre-existing petition. Therefore the Haringey policy is not lawful????

See my earlier comment (now below). LA's have till 15 Dec t meet these particular provisions, but the principle should not be overlooked in the intervening period..

Strange things indeed you've been told.
From 15th December this year, the Council will be legally obliged to provide a facility for e-petitions. Since the principle is now enshrined in a law that has received Royal Assent, I find it difficult to believe that Haringey Council wouldn't be happy to accept a properly mounted e-petition. If people give their addresses, their identity can be verified, should it be called into question.
We have submitted e-petitions from this site before and have never been told that they have been counted as invalid. If indeed they have been counted as invalid yet we've been allowed to carry on submitting them, that would be a public disgrace for the Council. I would have thought they'd be putting themselves in an extraordinarily untenable position by rejecting your e-petition.
Alan has already dealt with the issue of entitlement to sign as it related to ward of residence.

Joe, here's the link to the webpage for the Council's "Petition Scheme". The officer in charge of the process is Mr Ian Christie, who is both very experienced and helpful; and I'm sure will be happy to offer advice.

Joe - I imagine it would be a bit tricky for an elected member of Haringey Council (and one who doesn't represent the Ward the development is in) to be the instigator of this petition.

. . . And I don't have any facilities for setting up an online petition. Anyway, I'd assumed Joe's request was to HoL.
