Dead fox in New River at Hampden Road - who to report to?

It's been two weeks since we first spotted the dead fox in the river on the stretch between Hampden Road and Wightman Road. I reported it to Thames Water but they have been utterly useless and don't care. The carcass is now bloated and decaying – if not Thames Water, who else might have the responsibility for fishing it out?
