How can I report his dangerous driving and get the video to the police?
I can imagine myself being that cyclist; feeling the pressure from an impatient driver behind me: not comfortable. Under the circumstances I think he handled it very well, moving out to the centre of the lane to prevent the car from overtaking him dangerously (I would have been further out at the pinch points (which look very narrow) and at least a metre from parked cars (in case a door opens).

I had no intention of criticising the cyclist; 'just wanted to respond to the post from Old age E. As you say, it is hard to make fluid decisions when a motorist is putting pressure on you from behind.
I saw exactly the same thing today, I was cycling near Brick Lane and a car passed me on the right of a traffic island.
By the way, I have seen police cyclists cycling too close to parked cars in Higham Road. I wonder what training they have?
