You have to admit that the double negatives in this image are confusing. There is a CCTV camera going, that much is clear. However, it will apparently be used to *not* take pictures of dogs relieving themselves. And the dogs who are not relieving themselves will *not* be depositing elegant piles of poop on the ground. Plus, this all seems to refer to three-legged dogs. Maybe that's the message, then. Only three-legged dogs not depositing elegant piles of poop on the ground are prohibited. All other dogs: beware!
