My first personalised comment on this site, but the sheer idiocy of this condescending, arrogant statement warrants it:
Evidence please as to why those living in the tent are/were "vulnerable"? (Since you so smugly asked for such "translation" so that you could then assail thereafter.)
While we are waiting, I can help with this: (i) Because they live in a tent, they can't lock their doors and are thus vulnerable to someone stealing their meth; (ii) They are vulnerable to cholera because they defecate all over their environs; (iii) They are vulnerable to their tent blowing into the river because since they were so drugged up from age 14, they have learned zero skills, and besides being unemployable, are unable even to pitch a tent correctly.
I love the virtue signaling too - obviously someone can't possibly express concern unless they volunteer at a homeless shelter, etc.
I've got news for you putz: I pay 40% of what I make in taxes and that gives me and everyone else who pays through the nose every goddamn right to want bums turfed out of our environs.
Gosh, seeing the homeless population as humans?! Radical.

It's good to chat to the person if you feel able to, so that they are aware of/can consent to the referral. But even if you don't feel comfortable doing that, it's still something good to do so that these folk can hopefully get linked in with services to help them out.
nb: I also work in homelessness and am also disgusted by the judgements thrown on people who don't have a safe place to rest their heads. Don't judge people without knowing them, it's unkind and unnecessary.
My first thought was that people without access to sanitation or waste disposal facilities are living next to a source of drinking water. Hence my intent to report the individuals camping out in Finsbury Park.
