I'm baffled. Probably old age, but this place got permission to change twice in a few months and the Vietnamese struggled to.....

It's the same planning class. So change is not an issue. It's a change in planning class and the associated works required that can set up (sometimes insurmountable) hurdles.

Yes. Crepanini was operating with an A1 class. I think because they weren't cooking full meals they got away with a retail class (as do shops that sell heated pies etc). A proper restaurant needs A3. Hanoi Pho has that now, but then they submitted a pretty poor plan for extraction which was, I think rightly, rejected.
As long as the Salisbury Promenade premises has A3, yes Hanoi Pho would theoretically be able to open there without any trouble.
