Has anyone any advice about forcing a recalcitrant landlord to do necessary repairs to his premises?
Is having the repairs done and deducting the costs from the rent a possibility? What other strategies are advisable?

The shelter website has a lot of info on this. http://england.shelter.org.uk/get_advice/repairs_and_bad_conditions...
Generally they seem to suggest that doing them yourselves and deducting rent isn't a good idea. If it was me, I'd use one of their template letters to contact the landlord and maybe include a quote for the work.
Thanks to you both. That is very helpful.
