Usually without permits, is it a problem for any other roads? (less of a problem at 8.30AM)
...usually sitting with the diesel running, while checking for texts for 10 minutes. Parking is becoming an issue on the Ladder at night, causing unnecessary car journeys round the block, (as residents look for a park.)

We have this on the other side! A neighbour used to run his diesel engine for twenty minutes at 6am Monday to Saturday without fail! He's now cut it down to 5 mins but it's still against the law to 'idle'. And yes, drivers get very shirty if asked to turn their engines off or move on.
