Found an excellent 'community planning' website packed full of info and know how on getting residents, council policy & planning officers, planning professionals around the table to improve a neighbourhood. It's jargon free and has examples of this being done around the country.
There are a number of 'scenarios' given. One being a 'community centre' .
But have a look at the site as it's a very useful resource.

Yes, it makes it clear that changing an area involves lots of consultation and face to face community meetings facilitated by community groups and the council. Add to that a large dollop of realism from planners and funding constraints and who knows, something useful & long lasting might come of it (chosen project) for the local community.
