How about not sentencing people because of the crime and their blame for that crime but to sentence people purely based on a assessment of the effectiveness of any given punishment actually working with total focus being on stoping repeat behaviour.

So a prolific bike thief could be given a large custodial sentence if it was felt a small one would be ineffective even though the specific crime is considered small whilst someone that killed someone else because of a very rare situation which no one believed would ever be repeated again, could walk away with community service.

Perhaps even allow the jury to decide the sentence instead of the the judge, allowing a greater democratisation of our justice system too.

If you hadnt used the example of a bike thief I might have disagreed! 

Yes, for bike thieves something just short of hanging is called for.  Because of them, loads of people don't cycle, because of the pain of having to find a safe lock-up, and carry huge heavy chains, and still come back to find your wheel sawn off.  For some unknown reason related to proving they mean to keep it not just 'borrow' it, they can get a small fine and walk away. ie walk as far as the next somebody's-treasure and ride home.

We had four bikes nicked at the end of the summer. It was devastating. We had a lead on one of the bikes and the police tried to retrieve it but messed up. They were secured with really good locks but someone came in the dead of night with tools and a van. Still heartbroken and paranoid..always scanning for our bikes :-(

Nothing wrong with a sharia cycle law. Off with their pedals!
