'Wasn't like that when I was young.' This dim view is, at best, misguided. At worst, clouded in denial and cushioned in the fiction of the non-existent "good old days". Societies throughout history have each had their share of unlawful, out-of-control youth".

Baden-Powell got his idea for the 'Patrol System' for Scouts from observing street gangs. Noticing that gangs when about in numbers of around 6 - 8 he declared that Scout troops should be divided into little gangs called Patrols led by an older boy. The Patrol would then be trained to become an independent self functioning unit at camp, with a cook, a first aider, expert firelighters etc. The idea formed the basis of Scouting for many years and a smaller version of that idea was later adopted by David Stirling when founding the SAS. Each 4 man patrol has a linguist, first aider, navigator and demolitions expert. There you are, as Michael Caine once never said 'not a lot of people know that!'
