John, I'm not sure about: "The mathematics to do with making up budget shortfalls using executive pay at councils" being "thoroughly debunked".
What I am sure is that Parkinson's (original) Law still operates in every bureaucracy - whether public, private or in the so-called 'voluntary' sector.
Much earlier than it did, Haringey could and should have begun to rapidly reduce its very substantial numbers of consultants. The "delayering" of middle and senior management posts should also have begun much earlier.
But you're right that the savings would not have replaced the Government cuts. Though every little helps.
