So I was a bit surprised to see that a "Sophia Lambrou" (presumably the wife of the notorious Paul who was fined) has applied for a Certificate of Lawfulness for the conversion of the property to 2 flats. Details
here. These people are just desperate - anything to string out the delay of having to do any work and to keep the rent coming in for as long as possible. I was even more surprised when I looked at the application on the Haringey web site and none of the papers had been put up. So I contacted them and below is the response I got (thankfully). I also asked them about the application for a COL at 66 Wightman Road (in the same list) which was made by "Michael Michael", the other guilty party who got fined for 11 Burgoyne. So the response below deals with both.
Dear Sir
Further to our telephone conversation and further discussions with the planning officer allocated to the site, I am writing to confirm that these 2 planning applications are in the process of being returned to the applicant / agent as they are subject to Planning Enforcement Notices and cannot apply for a Certificate of Lawfulness.
The applications are in the process of being withdrawn from the website.
